For me, I would go with a poleaxe, here is my reasoning, I don't want firearms because they will eventually run out of ammo, any improvised weapon will have a disadvantage of not being designed to do damage, and would likely not hurt zombies much, they are also all relatively short ranged and would allow zombies to close in and surround me, which would not end well.

Fighting means more time for a horde to converge on you, and even armored up you can be crushed or get limbs broken in the chaos. Theory crafting is fine but in survival scenario you need to know your limits and unless you are well-trained in their use most melee weapons will disappoint you. How, you are not stationary you know, you can back up and keep chopping, until all the zombies are down, also poleaxes often have a hammer on the other end, so you can bash in skulls if you have to.

And remember that you may not necessarily have the luxury of range, not every engagement takes place on the open field and there might be a zombie lurking behind that bush or around that corner... The crossbow can be a very useful specialist weapon for sniping, or one to outfit a militia assuming firearms cannot be obtained.

I'm pretty sure it's far more difficult to make an arrow compared to a bolt. A crossbow bolt can be as simple as a short wooden rod, or even made from pencils if you are desperate (though don't expect them to be very effective or last long). An arrow, on the other hand, is vastly more complex and has much stricter aerodynamic requirements compared to a crossbow bolt, so the fletching actually has to be done properly.
