Sinus whilst not illegal to use or possess in Europe, is banned from sale, and has been since 1992 following the World Health Organization’s pronouncement that all oral tobacco products were carcinogenic. That announcement has since been challenged vehemently and frequently following very many peers reviewed in depth research which suggests this is most definitely NOT the case.

Nicotine pouches may be safe, but they’ve had a significant amount of opposition. In Kenya, advocacy groups opposed the introduction of nicotine pouches on the grounds that they may raise the risk of cancer and heart disease.
That was based on the Kenya Tobacco Control Alliance claiming that there are higher levels of toxic chemicals in nicotine pouches, and the FDA’s position in the US is still that there is a lack of medical data demonstrating that nicotine pouches are healthier and safer than conventional cigarettes. It sees the potential for sinus and a tobacco-free nicotine pouch version to become an important alternative to cigarettes and e-cigs in the U.S. Earlier this year, it announced its intention to expand the availability of its tobacco-free brand called ZEN and said it was embarking on a major marketing rollout for it.

While the deal won't be finalized until later this year, the transaction allows Atria to begin marketing the pouches immediately. The tobacco companies settled on e-cigs as their primary replacement, but they are now facing an early 2020 deadline to submit applications to the FDA validating their rationale for staying on the market.
Because the agency is also taking a closer look at vaping as the root cause for 127 cases of teens suffering seizures, it's quite possible that even more restrictions will be placed on them -- even companies like Philip Morris International that have already made it through the regulatory labyrinth.
