Jay Inslee today announced new restrictions on businesses and social gatherings for the next four weeks as the state continues to combat a rising number of coronavirus cases. Starting at 12:01 a.m. Tuesday, a host of businesses must close their indoor services, including fitness facilities and gyms, bowling centers, movie theaters, museums, zoos and aquariums.

Under the new restrictions, only outdoor visits will be allowed at long-term care facilities and religious services will be capped at either 25% indoor occupancy or 200 people, whichever is fewer. All of Washington’s 39 counties have been paused in either the second or third phase of a four-stage reopening plan that began in early May to start lifting restrictions on businesses and other activities.

In recent days, Inslee and health officials had warned that new restrictions were likely needed in order to slow the trajectory of new cases. On Thursday night, Inslee and his wife, Trudy, made a statewide televised plea to the public to forego gatherings and holiday travel plans.

And on Friday, Inslee joined the governors of California and Oregon in issuing travel advisories urging people entering or returning to their states to self-quarantine to slow the spread of the coronavirus as infections spike across the U.S. The advisories stopped short of stricter rules imposed by other governors and instead said people should avoid non-essential out-of-state travel and quarantine for 14 days after arriving from another state or country.

Anthony Anton, president and CEO of the Washington Hospitality Association, warned that the restrictions put at risk the jobs of more than 100,000 employees, right before the holidays. “At every step, our industry has partnered with the governor’s office and public health agencies, and the data shows our efforts are working,” he said in a written statement Sunday, noting that less than 1% of coronavirus cases have been traced to restaurants.

Owner Kampala Luciano told JOIN 6 News being closed has been very difficult financially. When a region moves to Phase 2, restaurants will be permitted to reopen with 25% capacity as well as indoor fitness centers, sports competitions can resume with a limited number of spectators and wedding and funeral ceremonies can increase their capacities from current limits.

Starting at 11:59 p.m. Monday, a host of businesses must close their indoor services, including fitness facilities and gyms, bowling centers, movie theaters, museums, zoos and aquariums. Beginning 12:01 a.m. Wednesday, restaurants and bars will be limited to to-go service and outdoor dining with tables seating no more than five people.

At a Sunday morning news conference, Inslee warned that the state is facing a third wave of the virus that is “trending to be more dangerous than any we have seen before.” While weddings and funerals can still occur, starting Tuesday, ceremonies are limited to no more than 30 people and receptions are prohibited.

Wilcox said the Legislature should be involved in help for small businesses, and Senate Republican leader Mark Schooler issued a written statement calling for a special session. In recent days, Inslee and health officials had warned that new restrictions were likely in order to slow the trajectory of new cases and to prevent hospitals from being overwhelmed.

For most, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks, although long-term effects are unknown. Anthony Anton, president and CEO of the Washington Hospitality Association, warned that the restrictions put at risk the jobs of more than 100,000 employees, right before the holidays.

As part of the updated guidelines, gyms and fitness facilities will need to nearly triple the minimum distance required for patrons exercising indoors, except for those practicing certain team sports. While many larger gyms may be able to accommodate the changes, the updated guidelines could be devastating for smaller facilities.

Inslee’s office to come up with guidelines that would allow for people to be safe but for gyms to still operate as a business. “We looked at the states that were performing the very best thing and mitigating COVID-19,” said WFA CEO Blair Chaney.

Chaney noted despite positive conversations with the governor’s office, the process felt rushed. He said they are working on drafting a letter that uses data to support their assertion that the guidelines are too restrictive.

She said they’ve been operating in a limited capacity since King County moved into Phase 2, but the new guidelines would be too much. We will be ready once we are able to reopen and will continue to communicate as new information becomes available,” the YMCA of Greater Grand Rapids posted on its website. YMCA was planning to start reopening its facilities Monday with the David D. Hunting branch in downtown Grand Rapids.

The first phase will be limited to individual activities, outside fitness classes, personal training sessions by appointment and summer day camps and child care services. Upon reopening, (we) will take a number of steps to protect the health and well-being of our team members and members, which include enhanced cleanliness and sanitization policies and procedures, physical distancing measures, reducing physical touch points in the club, and more,” Planet Fitness Senior Public Relations Manager Becky Airmen said in a statement.

Mandatory wellness checks and personal protection equipment for all staff Sick staff cannot return without clearance from a medical provider Limiting gym occupancy to 50% Touchless check-ins for members via the Planet Fitness mobile app Cleaning stations throughout the gym Shutting down alternating equipment and signs encouraging social distancing More frequent facility sanitizing Closing clubs each night for deep cleaning. On Friday, a federal judge ruled gyms don’t have to abide by the executive order and may reopen Thursday, as long as they follow workplace safety requirements outlined by the state.

More than one in five Americans belong to at least one gym, according to a report by the International Health, Racquet & Sports Association (IH RSA). That means depending on where you work out, you may be notified about an easy, automatic account freeze, or you may experience several unreturned calls as you try to get information.

As a result, some businesses are earning member and staff loyalty, while others are ensuring clients will turn elsewhere. With Levitt’s two gyms, one took the rising crisis to communicate with members and develop a policy most can live with.

“The Boston University rec center let us know they’d be halting billing and freezing our memberships, pro-rating us when they reopen,” the 29-year-old sales manager for Inside Tracker, says. Hundreds of angry customers there took to the gym’s Facebook page to complain, and last week, a class action lawsuit filed against the parent company alleges it of making it impossible to cancel memberships.

In Anchorage, Alaska, 38-year-old IT professional Brandon Wood had just joined chain Planet Fitness in January, taking advantage of new year pricing. Ironically, Wood had been trying to cancel his membership just before that point, but was charged and listed as active when he logged into his account.

Planet Fitness has since offered an official statement on the matter, confirming the frozen membership policy and also offering members access to online content, including Facebook Live daily workouts delivered by “trainers and special guests.” Recharge allowed each member to come into the facility ahead of the shutdown to borrow two pieces of equipment for home use.

Each day, coaches from the gym upload a variety of new workout options to Recharge’s app, in addition to offering three daily live sessions. In many states, if your gym isn’t providing you with a service, you have the right to cancel, says Jeremiah Frei-Pearson, a New York-based attorney specializing in consumer advocacy.

Start with who you know: If you have a relationship with a manager, it may be easier to begin the process of suspending or canceling your membership with a phone call to him or her, Pre-season says. Stop payments: If the gym is unresponsive, and you really need the money that is going to be charged to your credit card or withdrawn from your account, you can stop the payment, says Dee Bridge, a retired law professor from the University of Wyoming, who taught on consumer protection and contract law.

There is one important note of caution here: if a gym is in financial trouble and your contract doesn’t allow for cancellation due to temporary closures (again, some states require this), there is a chance the gym could sell your unpaid bills to a debt collector, Bridge said in an email. For example, if you’ve stopped payments, finalize that with a letter informing the gym that you’re no longer paying and would like to cancel.

For Levitt, the Boston gym-goer who had such different experiences, he plans to reevaluate where he spends his money when gyms do reopen.
